Pad List
API endpoint that allows Location instances to be viewed.
GET:
Return a list of all the existing location instances.
FILTERS:
Parameters - 'id', 'agency_id', 'name', 'name__contains', 'latitude', 'latitude__contains', 'longitude',

ORDERING:
